No. SafeRestore uses ADB (Android Debug Bridge) over USB, which only requires enabling Developer Options and USB Debugging — no rooting, no coding. Rooting can actually overwrite the very data you're trying to recover, so we don't recommend it.
Yes, if they were backed up. Pixel backs up SMS and RCS through Google One, restorable during device setup. Google Messages also keeps RCS history tied to your account. If no backup exists, a direct ADB scan can sometimes recover the messages database from local storage.
